About Todd 
Todd G. Scott is a longtime Rockingham attorney, small-business owner, and candidate for District Attorney for North Carolina’s District 21, serving Anson, Richmond, and Scotland counties. With nearly three decades of legal experience and deep roots in the communities of southeastern North Carolina, Todd has built his career on service, accountability, and a belief that the justice system should work for the people it serves.
Todd earned his law degree from Campbell University’s Norman Adrian Wiggins School of Law in 1995 and went on to co-found Prelipp & Scott Attorneys at Law in 1996. Since then, he has spent his professional life representing clients across the Sandhills region and developing a firsthand understanding of the legal and public-safety challenges facing local families, businesses, and communities.
Over the course of his career, Todd has handled matters involving criminal defense, real estate, and foreclosure-related issues, giving him broad legal experience and regular exposure to the day-to-day realities of the courtroom. That experience has also given him a practical understanding of how decisions made in the justice system affect victims, defendants, law enforcement, and the wider public.
Todd is running for District Attorney because he believes the people of Anson, Richmond, and Scotland counties deserve experienced leadership focused on public safety, accountability, and fair, efficient justice. He understands that when courts are backlogged and jails are overcrowded, the consequences are felt across the entire community. Victims wait too long for resolution, law enforcement officers carry heavier burdens, defendants remain stuck in a delayed system, and taxpayer resources are stretched even further.
That is why one of Todd’s top priorities is reducing the backlog in the court system in a district where every county jail is facing overcrowding. He believes justice delayed is justice denied, and he is committed to moving cases more efficiently while preserving fairness and due process. Todd’s goal is to help restore confidence in the system by ensuring that cases are handled promptly, responsibly, and with the seriousness they deserve.
As District Attorney, Todd will bring a steady hand, a strong work ethic, and a deep commitment to the communities of District 21.
